一、在引进产业急需人才方面有哪些支持政策?

1.定期发布产业急需紧缺人才目录。

Regularly release the catalog of talents urgently needed by the industry.

2.对引进的顶尖团队给予最高3000万元项目经费支持;对引进的科技领军人才给予每人100万元一次性补贴和最高1000万元项目经费支持;对引进 的产业创新人才和首席技师给予每人60万元一次性补贴和最高100万元项目 经费支持。

Provide max. CNY 30 million project funds for each of the recruited top teams; provide a one-time allowance of CNY 1 million and project fund support of max. CNY 10 million per person to the recruited science and technology champions; and provide a one-time allowance of CNY 600,000 and project fund support of max. CNY 1 million per person to the industrial innovation talents and chief technicians.

3.对促进重点产业发展取得显著成效的柔性引进人才(团队),给予全职引进人才(团队)同等政策支持。

The talents (teams) recruited with flexibility who achieve remarkable results in promoting the development of key industries will be entitled to the same preferential policy as full-time recruited talents (teams).

4.对引进高层次产业人才到我省工作的中介机构(个人),每引进 1人 (团队)给予最高10万元奖励。

Provide a reward of max. CNY 100,000 per recruited talent (team) to each agency (individual) for recruiting high-level industrial talents to work in Yunnan Province.


二、在加强产业人才自主培养方面有哪些支持政策?

What are the support policies for strengthening the independent development of industrial talents?

1.支持高校、科研院所与园区、企业联合办学,围绕重点产业和新兴产业领域,新增的本科专业经评估每个给予 100万元经费支持;新获批的一级学科硕士、博士学位点,分别给予200万元、300万元经费支持。

Support universities, colleges, and research institutes to jointly run schools with parks and enterprises, and provide CNY 1 million for each new undergraduate major upon evaluation for key and emerging industries; Provide CNY 2 million and CNY 3 million respectively, as financial support to newly approved master's and doctoral degree programs in the first-level disciplines.

2.支持国内外知名“大院大所大校大企”来滇共建人才培养基地,创建西南联合研究生院。

Support well-known universities, colleges, research institutes, and enterprises at home and abroad to jointly establish talent development bases in Yunnan and establish Southwest United Graduate School.

3.对博士后科研流动(工作)站招收符合重点产业需求的博士后,给予每名45万元经费支持;对博士后创新创业项目,给予最高30万元经费支持。

Provide financial support of CNY 450,000 to each post-doctor who is recruited by post-doctoral mobile stations and (workstations) and meets the needs of key industries; provide financial support of max. CNY 300,000 to each innovation and entrepreneurship project of post-doctors.

4.每年举办50期专业技术人才知识更新高级研修班,给予500万元经费 支持。

Provide financial support of CNY 5 million for 50 advanced seminars on knowledge updates for professional and technical talents held each year.

5.建设职业教育基地、产学研实训基地和高技能人才培训基地,对培养产业技能人才成绩突出的,给予每个不少于500万元经费支持。每年投入 2000万元举办全省职业技能大赛,评选产生“云岭百名工匠”,对获奖选手给予最高10万元奖励。

Provide financial support of no less than CNY 5 million each in the establishment of vocational education bases, industry, academia and research training bases, and high-skilled personnel development bases with outstanding achievements in developing industrial skilled personnel. Invest CNY 20 million each year to hold the provincial vocational skill competition to select "Yunling 100 Craftsmen" and award max. CNY 100,000 to each winner.


三、在打造产业人才创新平台方面有哪些支持政策?

What are the support policies for building an industrial talent innovation platform?

1.对新建的国家实验室, 5年建设期内,每年给予不少于 1000万元配套经费支持;对新认定的国家工程研究中心、技术创新中心、产业创新中心、制造业创新中心,给予每个不少于500万元配套经费支持。

Provide matching financial support of min. CNY 10 million each year for each new national laboratory within the 5-year development period; provide matching financial support of min. CNY 5 million to each of the newly recognized national engineering research centers, technological innovation centers, industrial innovation centers, and manufacturing industry innovation centers.

2.加快建设云南实验室, 5年内每年每个实验室平均安排1亿元资金支 持;对新建成的科学家工作室给予最高 1000万元经费支持;省技术创新中心每年给予500万元经费支持,省重点实验室、省工程研究中心、省制造业创新中心每年给予200万元经费支持。

Speed up the development of laboratories in Yunnan and arrange average financial support of CNY 100 million to each laboratory each year within 5 years; provide financial support of max. CNY 10 million to each new scientist workshop; provide financial support of CNY 5 million each year to each provincial technical innovation center, and provide financial support of CNY 2 million each year to each of the provincial key laboratories, provincial engineering research centers, and provincial manufacturing innovation centers.

3.支持合作建设新型研发机构和创新联合体,对攻克关键核心技术的给予不少于1000万元经费支持;对突破重点产业链关键核心技术的创新联合体,购买或租赁的首台(套) 重大技术装备,可申请不高于设备价格或租金 10%的经费补助。

Support cooperation in the development of new research and development institutions and innovation consortiums, and provide financial support of min. CNY 10 million for each new research institution or innovation consortium tackling key core technologies. For an innovation consortium that breaks through key core technologies of key industrial chains, it may apply for a subsidy no higher than 10% of the equipment price or rent when it purchases or leases the first unit (set) of major technical equipment.

4.支持建设重点产业链技术创新战略联盟,给予每个100万元经费支持。

Support the development of strategic alliances for technological innovation in key industrial chains and provide financial support of CNY 1 million for each.


四、在夯实园区产业人才支撑方面有哪些支持政策?

What are the support policies for strengthening industrial talent support in the parks?

1.每年省级人才计划对产业园区单列不低于20%专项指标。

At least 20% of nominated talent quota in the provincial talent plan shall be allocated to talents in industrial parks each year.


2.建设院士(专家)专业产业园,按“一园一策”给予专项支持。

Offer special support as per "one policy for one park" for the establishment of professional industrial parks for academicians (experts).

3.每年招募100名产业人才到各类园区服务1年,选派 100名园区管理和技术骨干到国家一流园区、世界500强企业、国内外知名高校和国家、省级经济部门研修6个月。

Every year, recruit 100 industrial talents to serve in various parks for one year, and assign 100 management and technical backbones in the parks to study in national first-class parks, Fortune Global 500 enterprises, famous universities at home and abroad, and national and provincial economic authorities for six months.

4.给予滇中新区、自由贸易试验区、沿边开发开放试验区、绿色低碳循环产业园区等配套政策支持,创建省级“人才特区”。

Provide supporting policies for Dianzhong New Area, Pilot Free Trade Zone, Pilot Zone for Border Development and Opening-up, and Green Low Carbon Recycling Industrial Park and establish the provincial "Special Zone for Talents."

5.鼓励州(市)在滇中新区建设“人才飞地”。

Encourage prefectures (cities) to build "talent enclaves" in Dianzhong New Area.


五、在发挥企业用才主体作用方面有哪些支持政策?

What are the support policies for enterprises to give play to their main role in talent use?

1.每年举办企业家高级研修班。

Hold a senior seminar for entrepreneurs every year.

2.支持企业设立岗位吸引教学科研人员到重点产业企业兼职,允许按规定领取薪酬、津贴、现金奖励或股权激励。

Support enterprises to set up posts to attract teaching and research talents to take part-time jobs in key industrial enterprises, and allow them to receive salaries, allowances, cash rewards, or equity incentives according to regulations.

3.企业引进科技人才年薪达50万— 150万元,并在省内缴纳个人所得税 的,所在州(市)每年可按其年薪 15%奖励用人单位,用于科技研发。

If an enterprise recruits a scientific and technical talent with an annual salary of CNY 0.5- 1.5 million and the talent pays individual income tax in Yunnan Province, the prefecture (city) where the enterprise is located may reward the enterprise with 15% of the annual salary for scientific and technological research and development.

4.央企驻滇区域总部所属各类高层次人才,符合条件的优先纳入省级人才计划。

Preferentially include eligible high-end talents belonging to the regional headquarters of central enterprises in Yunnan in the provincial talent plan.

5.国有企业引进高层次产业人才的引才投入视同当年利润纳入考核。

Regard the input of state-owned enterprises to recruit high-level industrial talents as the current year's profits and include it in the assessment.

6.对省内民营企业引进省外“两院”院士等高层次人才的,最高给予 100万元经费补助。民营企业设立专家基层科研工作站、技能大师工作室、专家工作站和院士工作站的,给予20万—200万元经费支持。

Provide financial support of max. CNY 1 million for private enterprises in Yunnan Province recruiting high-end talents from other provinces, such as academicians of the Chinese Academy of Science and the Chinese Academy of Engineering. Provide financial support of CNY 0.2 - 2 million for private enterprises setting up grassroots workstations for experts, masters' workshops, expert workstations, and academician workstations.

7.支持在滇金融机构开发金融创新产品,用于支持高层次产业人才或其创办的科技型企业。

Support financial institutions in Yunnan to develop innovative financial products for the purpose of supporting high-level industrial talents or technology-based enterprises established by them.


六、在促进产业科技成果转化方面有哪些支持政策?

What are the support policies for promoting the transformation of industrial scientific and technological achievements?

1.定期发布重点产业科技成果转化供需目录。

Regularly release the supply and demand catalog for the transformation of scientific and technological achievements in key industries.

2.对重大原创性技术在云南实现产业化的, 从该项科技成果转让净收入或许可净收入中提取不低于70%,用于奖励作出重要贡献的成果完成人(团队)。

If a major original technology is industrialized in Yunnan, no less than 70% of the net income from the transfer of such scientific and technological achievement or the net income from licensing will be withdrawn for the purpose of rewarding the person (team) with important contributions.

3.对“两院”院士作为项目负责人,围绕重点产业链组织实施科技攻关或成果转化,成效显著的给予最高 1亿元经费支持。

Provide max. CNY 100 million to academicians of the Chinese Academy of Science and the Chinese Academy of Engineering who, as project leaders, have organized and implemented scientific and technological breakthroughs or achievements transformation around key industrial chains and achieved remarkable results.

4.鼓励高校、科研院所的科研人员面向重点产业链开展技术研发和转让, 交易额在500万—3000万元之间的按1%给予奖励,超过3000万元的按5%给予奖励。

Encourage researchers from universities and research institutes to carry out technological research and development and transfer in key industrial chains, and reward 1% transaction value for those with a transaction value of CNY 5 - 30 million and 5% for a transaction value of more than CNY 30 million.

5.省级设立产业科技成果转化引导资金围绕重点产业链建设中试研发平台,实现产业化的给予投资总额最高20%的资金支持。

Set up a provincial-level fund to guide the transformation of industrial scientific and technological achievements to build pilot research and development platforms around key industrial chains, and provide capital support at 20% of the total investment to those platforms realizing industrialization.

七、在健全产业人才评价机制方面有哪些支持政策?

What are the support policies for improving the industrial talent assessment mechanism?

1.破除人才评价中唯论文、唯职称、唯学历、唯奖项等倾向。

Break the tendency of assessment only based on theses, titles, academic records, and awards in talent assessment.

2.赋予“链主”企业高层次人才自主认定权。

Grant "chain-leading" enterprises the right to independently determine high-end talents.

3.建立特殊产业人才“一事一议”评价办法,达不到省级人才计划申报条件但贡献突出的,可直接给予政策支持。

Establish a "case-by-case" assessment method for special industrial talents and directly provide policy support to those who do not meet the application criteria for the provincial talent plan but make outstanding contributions.

4.下放产业人才职称评审权,引进的高层次人才可单独评定高级职称、高级技能等级,业绩突出的企业一线职工可按规定直接认定为高级工、技师、 高级技师。

Delegate the right of title appraisal of industrial talents to the lower levels, separately appraise recruited high-end talents for senior titles and senior skill levels, and directly recognize front-line employees with outstanding performance as senior workers, technicians, and senior technicians according to regulations.

1.建立重点产业链关键核心技术攻关揭榜挂帅制度,对人才(团队)承担项目的,按实际研发投入的40%给予最高1000万元经费支持。

Establish a leader-responsibility system for key core technologies in key industrial chains, and provide 40% of the actual research and development investment of max. CNY 10 million for talents (teams) undertaking projects.

2.鼓励各类创新平台对高层次产业人才予以激励。

Encourage innovative platforms to give incentives to high-level industrial talents.

3.对入选国家级、省级人才计划的重点产业高层次人才,属地州(市) 结合实际进行奖补。

For high-end talents of key industries selected into the national and provincial talent plans, the local prefectures (cities) will provide rewards and allowance to them based on actual conditions.

4.高层次人才创办重点产业科技型企业, 3年内营业收入首次超过5000万元、 1亿元、2亿元的,分别给予最高50万元、100万元、200万元奖励。

Provide max. CNY 500,000, 1 million, and 2 million for key technology-based enterprises established by high-end talents with operating income exceeding CNY 50 million, CNY 100 million, and CNY 200 million for the first time in three years.

5.完善产业人才荣誉体系,在省科学技术进步奖中增设“产业创新贡献” 类项目,给予最高30万元奖励,在项目申报等方面对产业人才予以倾斜。

Improve the honor system for industrial talents, add projects in the category of "Industrial Innovation Contribution" to the Provincial Award for Scientific and Technological Progress, give awards of max. CNY 300,000, and offer preference to industrial talents in the project application.


九、在强化人才国际交流合作方面有哪些支持政策?

What are the support policies for strengthening international exchange and cooperation of talents?

1.支持围绕重点产业在滇举办大型国际性高端论坛、科技展会,按实际支出的50%给予最高100万元一次性经费补助;对永久落户云南的,给予每次最高200万元经费支持。

Support large-scale international high-end forums and science and technology exhibitions around key industries in Yunnan, and provide a one-time subsidy of max. CNY 1 million at 50% of the actual expenditure; and provide financial support of max. CNY 2 million each time for the said events permanently held in Yunnan.

2.推动部省共办“云南省国际人才交流会”,建设“中国 ? 昆明国际人力资源产业园”,打造“多语言技术+”产业化应用示范基地。

Promote the Yunnan International Talent Exchange Conference jointly held by the ministries and Yunnan Province, and build the China Kunming International Human Resources Industrial Park, and the Multilingual Technology + Industrialization Application Demonstration Base.

3.支持科技人才(团队)联合国际高层次人才,开展产业科研合作。

Support scientific and technological talents (teams) to cooperate with international high-end talents in industrial research.

4.支持企业围绕重点产业链,创建海外研发基地、离岸创新中心,对突破或引进关键核心技术的给予每个不少于1000万元经费支持。

Support enterprises to build overseas research and development bases and offshore innovation centers around key industrial chains, and provide financial support of min. CNY 10 million for each breakthrough or introduction of key core technologies.

5.每年选派100名国际科技特派员赴南亚东南亚国家开展科技服务,选派100名高层次产业人才出国研修访学,招募 100名南亚东南亚国家青年科学家和企业家到云南创新创业,给予每人10万—50万元经费支持。

Every year, assign 100 international technical task forces to South and Southeast Asian countries to provide science and technology services, and 100 high-level industrial talents to study abroad, recruit 100 young scientists and entrepreneurs from South and Southeast Asian countries to Yunnan for innovation and startup, and provide financial support of CNY 100,000-500,000 for each person.

6.提升“留学云南”品牌,取得本科学历的南亚东南亚国家留学生即可在云南创新创业。

Promote the brand of "studying in Yunnan" and allow students from South and Southeast Asian countries who have obtained their bachelor's degrees to start their own businesses in Yunnan.

7.实施留学人员回国创业支持计划,每个项目给予最高50万元经费支持。 Implement the support plan for overseas students to return to China and start

their own businesses and provide financial support of max. CNY 500,000 for each project.


十、在构建宜业宜居人才生态方面有哪些支持政策?

What are the support policies for building a business-friendly and livable talent ecosystem?

1.全面推行“兴滇惠才卡”,提供政务、金融、科研、医疗、教育、就业、出行、旅游、法律、税务、会务等方面优质服务,实现人才服务“一卡集成”。

By promoting the " Yunnan Revitalization Talent Card", talents holding this card can enjoy convenient furnish high-quality services in government affairs, finance, scientific research, medical treatment, education, employment, travel, tourism, law, taxation, and conference services, and realize an "all-in-one card" of talent services.

2.实施“人才安居三年行动”,为高层次人才提供住房保障。

Implement the "Three-year Action for Housing of Talents" to provide housing security for high-end talents.

3.州(市)引进高层次人才可落户昆明市主城区,享受同城待遇。柔性引进人才可同等享受人才服务。

High-end talents recruited in prefectures (cities) can settle in the main urban area of Kunming and enjoy the same-city treatments. The talents (teams) recruited with flexibility will be entitled to the same talent services.
